When a large shipment of explosives are stolen by Japanese yakuza
member Akatura (Toru Nakamura), three police academy rejects (Nicholas
Tse, Stephen Fung, Sam Lee) are put on the case by Junior Inspector Chan
(Eric Tsang). Things become increasingly complex, however, when the trio
find out that Akatura has traveled to Hong Kong to assassinate a now
respectable Japanese businessman who once wronged his father. The
young investigators, now framed for murder, must put everything on the line
to stop Akatura from recovering the explosives and wiping out millions of
innocent citizens.
