Elite naval officer, Chan-suk, is arrested and executed for killing his senior
officer. But he is only dead on paper, because Chan-suk finds himself
assigned to a secret mission on board Phantom, the nuclear submarine. The
submarine was given in lieu of a loan from Russia, and all the crew
members are all legally dead. They do not call each other by name but refer
to one another by numbers. They are finally sent on a secret mission which
only the captain knows about. The captain gives the key to the nuclear
missile on board to Chan-suk and is shortly thereafter killed by his deputy,
202. Phantom soon encounters a Japanese submarine off the coast of Japan,
and 202 orders a torpedo attack.
